Personal Thoughts
First off, I do think that both Hunter and Talon needed a nerf. They were both a little too good, with Talon being straight-up overpowered. I feel like both enlightened and assassin would be a little too bad if they were nerfed, so a straight up stat nerf to Talon seems like the right play. Even with the Divine nerf, Warwick was still pretty good so I could understand the nerfs towards him.
As for the buffs, I am confused on most of the changes. Why are Zed, Akali, Katarina, Kalista and Lee Sin getting buffs? Lilia and Kayn definitely need a buff of some sort, though I feel like even after the Akali nerfs, shes still really good. Katarina and Kalista are both pretty good in their respective comps, and Zed is pretty good early as a solo unit or with Eve for 2 Shade early, but somewhat falls off late. Lee Sin can be splashed into any comp at 8/9, and Lee Sin 2 with items could be a free win in some cases, so I am definitely surprised hes being buffed in any way.
